The Engineering Manager will be responsible for aircraft reliability, aircraft maintenance programs, Airworthiness Directive and Service Bulleting review, liaison engineering, to include the generation, assignment, scheduling, tracking of all engineering documentation required to support the NAMLS operational fleet. Utilize your skills in the application of engineering principles to business practice. This includes, but is not limited to STC data packages, Engineering Orders, engineering development for test equipment and any other technical documentation needed to accomplish the project goals. This position will further be responsible for research and evaluation regarding technical feasibility for the installation of new avionics systems into various airframes as determined by DHSCBP. Principal Responsibilities Management and operations of the Centralized National Maintenance Control Center (NMCC) Maintenance Engineering support and oversight Oversee and Manage Fleet maintenance and engineering activities for CBP fleet Establish standard operating procedures and guidelines for centralized maintenance maintaining regulatory compliance Develop and present capital and expensed projects for fleet reliability, operational and regulatory projects to senior program staff Monitor and administer Technical and Non-technical training activities for Fleet SupervisorsAOS Site Managers Develop and maintain data resources and business intelligence to promote real-time, accurate operational and historical data Prepare and communicate reliability and operational \"health\" of organization at monthly Reliability meetings Proactively drive significant near-term improvements in fleet operational performance, positively impacting CBP fleet performance, and providing the foundation for sustainable high performance Support and coordinate engineering support for non-standard repairs Prepare and Manage annual budgets for Aircraft Major Maintenance (scheduledunscheduled) and Component RepairProcurement. Oversee and responsible for the overall compliance and reliability of aircraft, engine and components and operations focused on delivering reliable and cost-effective maintenance solutions to CBP. Review and approve FAA-approved Maintenance Program changes to satisfy regulatory and operational improvement requirements. Assess Configuration Specifications for new or used acquisition aircraft to be operated in the CBP fleet. Survey and select used aircraft for CBP fleet integration recommendations Implementation maintenance requirements for new aircraft going into service utilizing OEM and military maintenance requirements, Airworthiness Directives (AD), Service Bulletins (SB) and incorporated STCs Identify modifications, alterations, repairs to enhance fleet performance and regulatory compliance. Manage structural modifications at MRO facilities ensuring compliance to STC or SB requirements Fleet managementmatrix management concept Daily operational issues and strategic improvement initiatives Knowledge Skills Extensive knowledge of FAA 14CFR and DoD regulatory requirements Extensive experience with aircraft standardization, fleet management, reliability and compliance Experience with new and used aircraft configuration and specifications for standardization efforts Experience with airframe structures modification engineering, repair and workflows Ability to develop and present senior staff-level briefings and management reports. Demonstrated experience with process improvement approaches and change management. Excellent communication interpersonal skills. Strong analytical skills. Additional knowledgeskills may be required by contract or assignment. Experience Education Bachelor's degree in engineering, quality, or business management and equivalent experience, 10 years of prior relevant experience or Masters with 8 years or prior relevant experience. Generally 7 years of experience supervising or leading teams or projects. 15 years progressive experience in related engineering, avionics systems ideal. FAA Airframe and Power Plant Technician andor Inspection Authorization (IA) certification beneficial ASQ Certified desired. Knowledge of the ISO 9000AS9100 standards beneficial. Knowledge of safety standards and general experience in dealing with environmental issues. Physical RequirementsWorking Environment Normal office environment Aviation hangar and ramp. Travel Ability to travel domestically and internationally. This position may be remote. Responsible for creating workforce and staffing plans for projectfamily to ensure efficient use of resources. Typically has hiring, firing, promotion and reward authority within own area, in accordance with organizational guidelines. KNOWLEDGE Requires deep management and leadership knowledge to lead cross-family project or program teams or manage across multiple families. Typically has mastery within a specific technical disciplinearea or broad expertise across multiple related disciplines.
